History of the Program
After the 2001 legislative session, Senate Bill 276 entitled Department of Transportation – Citizens Committee for the Enhancement of Communities Surrounding Baltimore/Washington International Thurgood Marshall Airport was signed into law. This bill was introduced by Senator James DeGrange, Sr. with the support of Delegates Mary Ann Love, Theodore Sophocleus and James E. Rzepkowski. It is codified in Maryland Transportation Code Annotated Section 5-414.
Senate Bill 276 established the Citizens Committee for the Enhancement of Communities Surrounding Baltimore/Washington International Thurgood Marshall Airport (BWI). This Committee consists of eleven members appointed by the Secretary of the Maryland Department Transportation (MDOT) after recommendation by the members of the legislative delegation from legislative districts 12, 13 and 32. These appointees serve a three-year term, and the terms are staggered.
The intent of this legislation is to provide benefit to those citizens living in the communities impacted by the daily operations of BWI Airport, by allowing them the opportunity to apply for grants for transportation related projects. Typical projects include, speed humps, streetscapes, bus shelters, sidewalk repairs etc. These communities must be located within the 1998 certified Airport Noise Zone or within two miles of the outermost noise contour.
The Community Enhancement Committee (Committee) reviews and evaluates the grant applications from eligible communities to ensure that all grant requirements are met. The Maryland Aviation Administration (MAA) and MDOT Legal Office represent the Department on the committee. Representatives from State Highway Administration (SHA) and Maryland Transit Administration (MTA) also provide comments and recommendations on projects associated with their agencies, as well as local government before the recommendations are then forwarded to the Secretary of MDOT for approval.
The funding for this program comes from the Maryland Transportation Trust Fund and is budgeted through the Office of the Secretary. The yearly funding formula is equal to one dollar for every aircraft take-off and landing at BWI Airport for the most recently available calendar year.
