The Division of Commercial Business Activities of the Office of Commercial Management primary goal is to engage in third party revenue-producing contracts by developing solicitation documents and by preparing and negotiating revenue-producing leases, concession agreements, and contracts for tenants and concessionaires at Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall) and Martin State Airport (MTN). The Division has primary responsibility for the commercial use of Airport property, ground transportation services, the implementation of concession programs and the lease of space and facilities.

Minimum Standards for Commercial Aeronautical Activities

The Maryland Aviation Administration (MAA) advertises and awards contracts for commodities, small procurement, service, maintenance, construction, architectural and engineering, and lease and concession contracts. A Bid Bond, Performance Bond and/or Payment Bond may be required for each separate procurement. More specific information may be found in each procurement/contracting section. To obtain a Federal ID Number, contact the Internal Revenue Service at 410-962-2590. Revenue-producing contracts at a transportation facility are exempt from State Procurement Law. See State Finance and Procurement Article, Section 11-202(3); COMAR 21.01.03.03.B(1)(d). However, the agreement must be approved by the Board of Public Works because the agreement constitutes a lease and use of State property under State Finance and Procurement Article, Section 10-305.
