The Office of Commercial Management (OCM) manages all revenue-generating commercial leases, concession agreements and contracts with tenants, airlines, concessionaires, rental cars, ground transportation, and other service providers that enhance the passenger experience and improve the economic vitality of Baltimore-Washington International Thurgood Marshall (BWI Marshall) and Martin State (MTN) Airports.  To achieve enhanced revenue generation, OCM is responsible for solicitations, negotiations, and implementation for all commercial contracts.

The Maryland Aviation Administration (MAA) advertises and awards contracts for commodities, small procurement, service, maintenance, construction, architectural and engineering, and lease and concession contracts. A Bid Bond, Performance Bond and/or Payment Bond may be required for each separate procurement. More specific information may be found in each procurement/contracting section.

Revenue-producing contracts at a transportation facility are exempt from State Procurement Law. See State Finance and Procurement Article, Section 11-202(3); COMAR 21.01.03.03.B(1)(d). However, the agreement must be approved by the Board of Public Works because the agreement constitutes a lease and use of State property under State Finance and Procurement Article, Section 10-305.
