Application for Building Permit
Description:
An MDOT/MAA Building Permit is required for all new construction, renovation, alteration, structural demolition, or site improvement work on State-owned property under the jurisdiction of MDOT/MAA. Any installation that affects the existing electrical, mechanical, plumbing, or structural systems requires a Building Permit. As part of obtaining a Building Permit from MDOT/MAA, approvals from the Federal Aviation Administration (FAA), other federal and State regulatory agencies, and the Anne Arundel County, Maryland may be required.

Permit Requirements:
Drawings and Specifications that completely describe the scope of the project shall be provided. Construction drawings shall include, but not limited to the following, if applicable:
- Cover Sheet with Location/Site Plan, Applicable Codes, and Code Data as required by MDOT/MAA PEGS • Civil Drawings
- Architectural Drawings
- Structural Drawings
- Mechanical Drawings
- Plumbing Drawings
- Electrical Drawings
- Life Safety, Fire Protection Drawings
- Statement of Special Inspections
Fill out, sign, and email the completed application to Tasha Martin, Permit Coordinator. A permit number will be assigned.
If your files are limited in size or number (less than 12 MB) you can email them to the Permit Coordinator. If you have large files, or many files, they can be uploaded to an FTP site MAA has established. That information will be provided to the applicant once an application is received. Your files will be deleted from the FTP site once they are transferred into our system. Please label the files to facilitate the review process. Examples would be Drawings, Cut Sheets, Location, Plan, Renderings, etc. Drawing sets can be broken into sections: Architectural, Mechanical, Plumbing, Civil, etc. This will allow reviewers to zero in on files of interest to them.
(NOTE: Deliverable drawings sets should be ONE complete set.)
The Permits Office will still require 5 sets of hard copy drawings to be submitted to:

Installation Permit
Description:
An MDOT/MAA Installation Permit is required before placement or installation of new signs, carpeting, antennas, displays, fixtures, or equipment on or within facilities on State-owned property under the jurisdiction of MDOT/MAA.

Permit Requirements:
Drawings and Specifications that completely describe the scope of the project shall be provided. Installation drawings/sketches shall be drawn to scale and be provided using 11” x 17” or larger format. Permit submission shall include the following, if applicable:
- Cover Sheet with Location/Site Plan
- Floor Plan(s)
- Firestopping Details
- Mounting Details
- Trench Details
- Shop Drawings
- Product Data
- Flame Spread Rating(s)

Single Trade Permit
Description:
An MDOT/MAA Single Trade Permit is required for minor projects including non-structural demolition or simple removal on or within facilities on State-owned property under the jurisdiction of MDOT/MAA, involving a single trade such as electrical, mechanical, plumbing, or fire protection. Single Trade Permits shall be obtained by a Maryland-licensed Master Electrician, HVACR Master, Master Plumber, or Sprinkler Contractor. For any work that requires more than one trade, the Applicant must apply for a Building Permit.

Special Use Permit
Description:
This permit must be completed for all conditions, operations, or temporary storage and the use of hazardous materials. The permit applicant is required to read and comply with the permit/code requirements identified on the form.

Airport Zoning Permit
Description:
This permit is for projects within an Airport Noise Zone and/or Airport Zoning District (four-mile radius of BWI Marshall Airport or 3.3-mile radius of Martin State Airport).

Permit Requirements:
To ensure the most complete AZP submittal, the following shall be detailed in the application:
- Exact location of the property, including address and zip code
- Intended use including all planned structures and associated construction equipment (i.e. crane, backhoe, bucket truck, etc.)
- Height of proposed structures and associated construction equipment in terms of above ground level (AGL) elevation
- Dimensions of all proposed structures
- Printed name, address, telephone, and email address/facsimile number of the applicant and/or point of contact.
- Printed name, address, and telephone number of the property owner
In addition, the following documents should accompany each application:
- A map depicting the project location in relationship to the Airport.
- A project site plan displaying the property boundaries, location of proposed structure(s)/crane(s) property elevation above mean sea level (AMSL), and latitude/longitude (NAD 83).
- Stormwater management plans and a stormwater management report for ponds that are existing and/or proposed.
- Project landscaping plans, complete with species list
In some cases, the Maryland Board of Zoning Appeals (BAZA) may issue conditions in granting of a variance by requiring additional items such as the addition of sound insulation components to buildings within the Certified Noise Zone. BAZA variances for obstructions may condition contractors to mark/light construction equipment and/or permanent structures, and/or dictate unique requirements of equipment operators to safeguard BWI Marshall or MTN airspace during construction.

Commercial Courtesy Permit
Description:
This permit is required for any commercial or courtesy businesses picking up passengers at BWI Marshall Airport.

Application Cost:
Annual (fiscal year) permit fee is $100.00. The fee is decreased by $25.00 each quarter.
If purchased on or after October 1 the fee is $75.00; if purchased on or after January 1 the fee is $50.00; and if purchased on or after April 1 the fee is $25.00.
Permit Requirements:
Completion of the application signed by an authorized officer of your company, along with A COPY OF EACH VEHICLE’S CURRENT REGISTRATION, IS REQUIRED. Applications, along with registration(s), and appropriate fee in the form of check or money order made payable to MAA, should be mailed to:

Each application for passenger-transporting vehicles will be reviewed to ensure that it is registered under the proper governmental regulatory authority (Public Service Commission for Maryland companies, Federal Highway Administration for out-of-state companies). When the application is approved, the permit(s) will be mailed to the address on the application (no pick-ups at the desk are permitted). If an application is incomplete, if a copy of the vehicle registration card is not attached, or if the vehicle(s) is not licensed correctly or registered with the proper governmental authority, it will be rejected.

Airport Operating License / Certificate of Registration
Description:
Description:
This permit authorizes operation of an aircraft landing facility for either public-use, commercial-use or private-use as defined in COMAR 11.03.04, Aeronautical Regulations.

For public-use or commercial-use landing facility: $25 initial fee, $10 annual renewal.
For private-use landing facility: $10 initial fee, $5 annual renewal (waived if certain criteria met).
Permit Requirements:
- Obtain FAA airspace approval using FAA Form 7480-1.
- Obtain local county zoning approval
