Commercial/Courtesy permits are available for purchase. Please see below for a list of applicable fees based on the month you make the purchase.
Operators of vehicles with Commercial/Courtesy permits must abide by rules which place strict limits on how business can be conducted at Baltimore/Washington International Thurgood Marshall Airport (BWI). Specific regulations which govern operators of vehicles with Commercial/Courtesy permits are set forth in the sections of the Code of Maryland Regulations (COMAR) which are listed below. Please read these rules carefully and conduct your business operation in accordance with them. COMAR Online can be accessed by clicking here.
- 11.03.01.05, Control of Landside Traffic and Ground Transportation
- 11.03.01.05-1, Commercial Vehicles and Courtesy Vehicles – General
- 11.03.01.05-2, Commercial Vehicles and Courtesy Vehicles – Disciplinary Proceedings
- 11.03.01.05-3, Commercial Vehicles and Courtesy Vehicles – Appeals
Commercial/Courtesy permits will be issued to a business, and not to a specific vehicle. Therefore, the permit(s) may be transferred between any properly BWI-registered vehicle belonging to the business to which the permit was issued. It is the responsibility of each business to determine the number of permits it will require. Any vehicle not displaying a valid Commercial/Courtesy permit will be in violation of COMAR even if permit(s) have been issued to the business.
For an application for a Courtesy/Commercial permit, click here.
Completion of the application signed by an authorized officer of your company, along with A COPY OF EACH VEHICLE’S CURRENT REGISTRATION, IS REQUIRED. Applications, along with registration(s), and appropriate fee in the form of check or money order made payable to MAA, should be mailed to:
Division of Finance, Accounting Section
Maryland Aviation Administration
P.O. Box 46129
BWI Airport MD 21240
Each application for passenger-transporting vehicles will be reviewed to ensure that it is registered under the proper governmental regulatory authority (Public Service Commission for Maryland companies, Federal Highway Administration for out-of-state companies). When the application is approved, the permit(s) will be mailed to the address on the application (no pick-ups at the desk are permitted). If an application is incomplete, if a copy of the vehicle registration card is not attached, or if the vehicle(s) is not licensed correctly or registered with the proper governmental authority, it will be rejected.
Notice
For-hire solicitation of individuals is strictly prohibited. (COMAR Reg. 11.03.01/ PSC Reg 20.95.01.19, B[3])
