DALE HILLIARD, MA is Baltimore/Washington International Thurgood Marshall Airport’s Chief of Policy and Governmental Affairs. Mr. Hilliard oversees the airport’s federal, state, local legislative activities and liaisons with state and local governments. He has over 50 years of management experience with Maryland state government and non-profit organizations, 43 of which have been with the Maryland Department of Transportation (MDOT).
Over his multi-modal transportation career, Mr. Hilliard has had the opportunity for leadership roles in the delivery of major transportation projects. He directed the socio-economic studies for the National Freeway (I-68) alignment selection, implemented one-way tolls on the Chesapeake Bay Bridge, developed pert chart for timely opening of Seagirt Marine Terminal, served on the planning committee for the Light Rail system, successfully had Vehicle Emissions Inspection Program (VEIP) legislation passed and oversaw construction of the original ten VEIP stations, and in his current position since 1999, has participated in the growth of BWI Marshall Airport and the many projects making it the number one airport in the Capital Region.
Mr. Hilliard began his State career as the Assistant Chemist for the Maryland Racing Commission and Executive Director of the Tall Ship Pride of Baltimore II. He retired from the MDOT Secretary’s Office as Chief of Staff in 1999. He received his Bachelor of Arts from Bowie State College and a Master of Liberal Arts from Johns Hopkins University. He also attended the Environmental Management Institute Graduate Program at the University of Southern California, Los Angeles.
